Instructional Design
Effective teaching begins with effective planning. Instructional design is a systematic approach to course development that ensures that specific learning goals are accomplished. It is an iterative process that requires ongoing evaluation and feedback (elearnspace, 2002).
Instructional designers work with subject matter experts (SMEs) to develop materials. While the instructional designer is concerned about the best use of technology for instruction, the primary focus must be on learning, not technology.

Gagne supports cumulative teaching that transitions from simple to complex skills and developed ideas known as "conditions of learning". - The Theory and Practice of Online Learning (2008)
The second edition of this popular book is out and is also available FREE as an eBook, licensed under a Creative Commons License. This updated book covers all aspects of online course development and delivery and definitely worth a look.
